DEUSS — Decentralised EU Securities Service — is a platform for issuing and trading digitalised bonds across the European Union. It is led by the Czech Technical University in Prague with partners across the EU, and funded by the Czech Ministry of Industry and Trade through the National Recovery Plan.
Today a small or medium-sized company that wants to raise money by issuing a bond runs into administrative, financial and organisational complexity that only large issuers can absorb. Investors have the mirror-image problem: smaller issues are scattered across national markets, hard to find and harder to compare.
DEUSS answers both with one standardised environment, EU-wide, regardless of the issuer's country of origin. Blockchain is used as an instrument of trust: the existence of a bond, who owns it and the history of transactions are recorded so they can be audited later. The ledger runs on EBSI, the European Blockchain Services Infrastructure, across 20 nodes in EU member states — redundancy instead of a single point of failure.
The platform is built as five separate applications covering entity registration and verification, financial scoring, payment management and platform oversight. Its smart contracts have passed a security audit, more than 200 SMEs are lined up to participate, and the development teams have committed to two further years of support after launch.
